WELFARE SCHEMES BY STATE GOVERNMENT

 

1- Samman Bhatta to War Widows and Parents of Martrys -

Background

In 1998, a financial assistance of Rs 300/- per month was introduced for War widows of martyrs from various wars, counter insurgency operations and Aid to Civil Authority prior 31st March 1999. This Financial Assistance is payable to parents of unmarried martyrs prior 31st March 1999.

The amount is deposited in beneficiary’s bank account every month.

This amount was subsequently revised by the State Governmnet to Rs 750/- pm from 01-04-2000, revised to Rs. 1500/- from December 2012 and again revised to Rs. 3000/- par month from 01-07-2019. Presently Rs. 5000/- par month is being paid.

Aim

The aim of this financial assistance was to provide a measure of life time relief to war widows and parents of unmarried martrys prior 31-3-1999.

Financial Assistance

Samman Bhatta is provided at the rate of Rs. 5000/- per month for life time.

2- World War II Pension -  

Background

In 1996, a pension of Rs. 100/- per month by the state government is paid to those world war II (1.9.1939 to 15.08.1945) ex-servicemen/ their widows who are not getting pension from any other sources/ not getting any financial help. This pension is deposited in beneficiary’s account every month through the bank

This amount was subsequently revised by the State Government to Rs 300/- pm from 01-05-1997, revised to Rs. 600/- from December 2005, revised to Rs. 800/- from 01-04-2006, enhanced to Rs. 1200/- from 01-04-2010, revised to Rs. 3000 from 01-04-2012, revied to Rs. 4000/- from 01-04-2015 and again revised to Rs. 10000/- from February 2019.

Aim

The aim of this pension was to provide a measure of life time relief to Ex-servicemen and their widows who took part in Second World War and not getting pension from any source. 

Financial Assistance

Second World War Pension is provided at the rate of Rs. 10000/- per month for life time wef February 2019.

3. Special Identity Card for War Widows

War Widows and parents of martyrs have been issued with special identity card. Due respect will be extended to these war widows in government offices on showing this Identity Card.

4. Employment

Reservation of 5% of the posts in the State Services, 12.5% of the posts in the Ministerial and Subordinate Services and 15% of the posts in classIV servies or such percentage of posts as reserved under relevant service rules, whichever is higher has been made for ex-servicemen through ‘Rajasthan Civil Services’ (Absorption of Ex-servicemen) Regulations, 1988 by the Rajasthan Government. There is a provision to carry forward to next recruitment year, the unfilled reserved vacancies under these regulations. All appointing authorities have been authorized to adopt selection process under these regulations through an amendment in April 1996 by the State Government. Under these regulations, as per laid down eligibility conditions, application can be made against vacancies released by appointing authorities. Advertisement of vacancies is published in the news papers and details of  these can be obtained from concerned Zila Sainik Welfare Office.

 

5. Facilities for Gallantry Awardees

 There is a provision for giving cash and land or cash in liue of land to gallantry awardees under Rajasthan Gallantry Awards (Cash Award and Land Grant) Rules, 1966 by the State Government. The amount has been revised time to time. Present rates of Cash and Land or Cash in liue of Land are as follows :-

Rebate in Income Tax to Gallantry Awardees– Rebate in Income Tax is extended to Awardees of Paramvir Chakra, Mahavir Chakra, Ashok Chakra, Kirti Chakra, Vir Chakra, Shaurya Chakra and Sena/ Nau Sena/ Vayu Sena Medal /their widows on their pension under the Government of India (Ministry of Finance) Order number SO1048 (E) dated 24.11.2000.

Following Assistance are available from state government to Gallantry awardees apart from financial assistance :–

  1. Facilities of accommodation and food is available in rest houses located in Rajasthan to awardees of Paramvir Chakra, Mahavir Chakra, Ashok Chakra, Kirti Chakra, Sarvottam Yudh Seva Medal, Uttam Seva Medal, Param Vishisht Seva Medal and Ati Vishisht Seva Medal at same rate and period applicable to retired officers of the state. (Order General Administration Group 5, Rajasthan, Jaipur Order Number P. 1 (17)GA/5/ 95 dated 06.01.1999).
  1. Telephone Department has extended 50% rebate in telephone rentals to all Gallantry Awardees and cent percent rebate on telephone installation charges to war widows and gallantry awardees.
  1. Rajasthan Urban Development Department vide order serial F.9(63)UD/ 3/8/Part dated 13.04.2001 has provision to allot 220 Sqr mtr plot of land to awardees of Paramvir Chakra, Mahavir Chakra, Ashok Chakra, Kirti Chakra, Vir Chakra, Shaurya Chakra at less than fixed reserved rates.
  1. There is provision of 75% rebate in air fare in Indian Air Lines to all gallantry awardees.
  1. There is provision for complimentary card pass in first / second class A/C Sleeper to all Chakra awardees in all the trains by Railways.

 

6. Facilities for Pre-Kargil martyrs (Prior 31st March 1999) –

For Martyrs -

Allotment land –

25 Bigha irrigated land and cash amount of Rs. 10,000/- is entitled to relatives of martyrs from various wars and military operations prior to 31 March 1999. Prescribed application form can be obtained from concerned Zila Sainik Welfare Office and same can be deposited along with battle casualty report to concerned Zila Sainik Welfare Office.

Samman Bhatta

Samman Bhatta is provided at the rate of Rs. 5000/- per month for life time to War Widows and parents of unmarried martyrs prior to 31-03-1999.

Employment to relatives of martyrs –

There is provision to provide government service to one Family Member (Blood Relative) of each martyr from Indepednace till 31 Dec 1971.

There is provision to provide government service to one dependent of each martyr and disabled soldiers from various wars and counter insurgency operations taken place from year 1972 to till date.

Education

School going children will get Rs. 1800 per year as scholarship. This will be Rs. 3600 for College going children.

Naming of Public Place

A School/ Dispensary/Hospital/ Panchayat Bhawan/ Road/Park/Other Public Place will be re-named on the name of the martyr.

Electricity connection to relatives of martyrs -

There is provision to provide out of turn electricity connection for agriculture purpose to dependents of martyrs of Indo-China War 1962, Indo-Pak War 1965 and 1971 through an order issued by state government. In case there is no land in the name of war widow then electricity connection will be given to land in the name of father of martyr.

Roadways Bus Pass

Free Roadways pass facility is being provided to dependents of martyrs prior 1999. 

 

For Permanently Disabled Solders

25 Bigha irrigated land and cash amount of Rs. 10,000/- is entitled to permanently disbaled soldiers from various wars and military operations prior to 31 March 1999.

Employment -

Employment will be provided to Permanently Disabled Soldier / his son or daughter. 

7. Facilities for Kargil martyrs (From 01st April 1999) –

Kargil Package – Kargil Packages by state government is applicable to dependents of martyrs /permanent disabled soldiers post 1st April 1999. This facility is applicable to residents of the state serving in military/ para military forces and died /permanently disabled in action (against aggression and terrorist activities) provided his death /permanent disability has been declared as battle casualty by his unit. Kargil Package is given based on battle casualty report from the martyr’s unit and battle casualty certificate issued by the Army Headquarter / Service Headquarter. Kargil package is given to permanent disabled soldiers based on battle casualty report, battle casualty certificate, permanent disability certificate indicating disability percentage and medically board out report. Kargil package is as follows:–

For Martyrs - 

Financial help for Widows

Rs. 25 Lac (Rs. 5 Lac as Imediate Assistance) + 25 Bighas land in IGNP (Phase II)

Or

Rs. 25 Lac + MIG Housing Board House

Or

Rs. 50 Lac.

Financial help for Parents

Parents of the martyr will be given Rs.3 Lac fixed deposit in Small Savings in monthly Income Schemes.

Employment -

Employment will be provided to Widow or her son or unmarried daughter upto Leval-10. Right to be given to the Widow to keep her option for employment open till the child becomes eligible for service.

Education

Free education will be given in Government School, College, Technical Education, Medical, Engineering. School going children will get Rs. 1800 per year as scholarship. This will be Rs. 3600 for College, Technical, Medical, Engineering. This scholarship will be given by Education Department.

Naming of Public Place

A School/ Dispensary/Hospital/ Panchayat Bhawan/ Road/Park/Other Public Place will be re-named on the name of the martyr.

Other Benefits

One agricultural electric connection would be given out of turn by the DISCOM for any land which is in the name of in any member of martyr’s family.

Free Roadways pass in deluxe and ordinary bus will be issued for widow, dependent children and parents of martyr.
